黑河学院坐落于素有“祖国北疆明珠”之称的黑龙江省黑河市，是中俄4300多公里边境线上我国境内唯一一所普通高等本科院校。学校始建于1958年，历经黑河师范专科学校、齐齐哈尔大学黑河分校等发展阶段，2004年晋升为本科院校，2006年纳入省属院校序列。六十五年来，学校始终坚持社会主义办学方向，秉承“明德、笃学、励志、求真”的校训，弘扬“艰苦创业、自强不息、创新发展、育人戍疆”的办学精神，积极探索边疆高校特色发展之路。

Heihe University is located in Heihe City, Heilongjiang Province, known as the "Pearl of Northern Frontier of China". It is the only ordinary undergraduate university in China along the 4,300-kilometer Sino-Russian border. Founded in 1958, the university has gone through development stages such as Heihe Normal College and Heihe Branch of Qiqihar University. It was upgraded to an undergraduate institution in 2004 and incorporated into the sequence of provincial universities in 2006. Over the past 65 years, the university has always adhered to the socialist orientation of running a school, upheld the school motto of "Virtue, Diligence, Aspiration, and Truth-seeking", and carried forward the school-running spirit of "Hard Work, Self-improvement, Innovative Development, and Educating People to Defend the Frontier", actively exploring a characteristic development path for frontier universities.

学校现有全日制在校生12753人，教职工858人，其中专任教师622人，具有博士、硕士学位教师508人。设有二级学院14个，开设本科专业43个，涵盖文、理、工、经、管、教、法、艺、史九大学科门类。拥有国家级特色专业建设点2个，省级重点专业3个，省级一流本科专业建设点8个，建有国家级中俄大学生交流基地、国家语言文字推广基地等教学科研平台，在中俄教育文化交流领域形成鲜明办学特色。

The university currently has 12,753 full-time students and 858 faculty members, including 622 full-time teachers, 508 of whom have doctoral or master's degrees. It has 14 secondary colleges and offers 43 undergraduate majors, covering nine disciplines including arts, science, engineering, economics, management, education, law, art, and history. It has 2 national-level characteristic specialty construction sites, 3 provincial key majors, and 8 provincial first-class undergraduate major construction sites. It has built teaching and research platforms such as the National Sino-Russian College Student Exchange Base and the National Language and Character Promotion Base, forming distinct school-running characteristics in the field of Sino-Russian educational and cultural exchanges.
