黑龙江财经学院位于黑龙江省哈尔滨市新区大学城，始建于1999年4月，由黑龙江德强实业集团投资举办，初始校名为哈尔滨德强专修学院；2008年9月经教育部批准为全国首批、黑龙江省第一所独立设置的民办普通本科院校，更名为哈尔滨德强商务学院；2013年4月更名为黑龙江财经学院。

Heilongjiang University of Finance and Economics is located in the University Town of the New District, Harbin, Heilongjiang Province. It was founded in April 1999 by Heilongjiang Deqiang Industrial Group, initially named Harbin Deqiang College. In September 2008, it was approved by the Ministry of Education as one of the first national and the first independent private ordinary undergraduate colleges in Heilongjiang Province, renamed Harbin Deqiang College of Commerce. In April 2013, it was renamed Heilongjiang University of Finance and Economics.

学校是一所以经管学科为主，经、管、工、文、法、艺多学科协同发展，立足区域和行业，面向全国、重点服务龙江，为地方区域经济社会发展培养应用型人才以及提供应用技术和智力支持的地方性应用型本科院校，设有经济学院、会计学院、金融学院、管理学院、财经信息工程学院、人文学院、艺术学院、通识教育学院、马克思主义学院和体育军事教学部10个教学单位，开设了涵盖经济学、管理学、工学、文学、法学、艺术学6个学科门类的33个本科专业。

The university is a local application-oriented undergraduate institution mainly focusing on economics and management disciplines, with coordinated development of economics, management, engineering, literature, law, and art. Based on regions and industries, facing the whole country and focusing on serving Longjiang, it cultivates application-oriented talents and provides applied technology and intellectual support for local regional economic and social development. It has 10 teaching units including the School of Economics, School of Accounting, School of Finance, School of Management, School of Financial Information Engineering, School of Humanities, School of Art, School of General Education, School of Marxism, and Department of Physical Education and Military Teaching, offering 33 undergraduate majors covering 6 disciplines of economics, management, engineering, literature, law, and art.

截至2024年8月底，有专任教师640.5人，全日制普通本科在校生12720人，师生比19.86:1。其中，自有专任教师487人，占比76.03%。学校校园占地面积69.5万平方米，校舍建筑面积29.04万平方米。固定资产总值9.46亿元，其中教学仪器设备总值9647.76万元。馆藏纸质图书136.53万册、电子图书295.3万册。建有实验室、实验中心等66个，校外实习实训基地151个。

As of the end of August 2024, there are 640.5 full-time teachers, 12,720 full-time ordinary undergraduate students, with a teacher-student ratio of 19.86:1. Among them, there are 487 self-owned full-time teachers, accounting for 76.03%. The campus covers an area of 695,000 square meters, with a building area of 290,400 square meters. The total value of fixed assets is 946 million yuan, including 96.4776 million yuan worth of teaching instruments and equipment. The library has 1.3653 million paper books and 2.953 million e-books. There are 66 laboratories and experimental centers, and 151 off-campus internship and training bases.
