哈尔滨金融学院坐落于国家历史文化名城、享有“亚欧大陆桥的明珠”美誉的哈尔滨市，由中国人民银行创办，是一所传承央行基因，扎根龙江，立足金融办教育的应用型本科财经大学。学校始建于1950年，历经东北银行黑龙江省分行干部培训班、中国人民银行齐齐哈尔干部学校、黑龙江银行学校、哈尔滨金融专科学校、哈尔滨金融高等专科学校等历史时期，是经国务院批准组建的我国第一所金融类高等专科学校，原隶属于中国人民银行总行，2000年改为中央和地方共建、以地方管理为主，2010年4月经教育部批准升格为本科院校，现已通过教育部本科教学工作合格评估，获批硕士学位授予立项建设单位。

Harbin University of Finance is located in Harbin, a national historical and cultural city known as "the Pearl of the Eurasian Continental Bridge". Founded by the People's Bank of China, it is an application-oriented undergraduate financial university inheriting the central bank's heritage, rooted in Heilongjiang, and dedicated to financial education. Established in 1950, the university has gone through historical stages such as the Training Class for Cadres of Heilongjiang Branch of Northeast Bank, Qiqihar Cadre School of the People's Bank of China, Heilongjiang Banking School, Harbin Financial College, and Harbin Senior Financial College. It was the first higher financial college approved by the State Council in China, originally affiliated to the head office of the People's Bank of China. After the national higher education management system reform in 2000, it was jointly built by the central and local governments with local management as the mainstay. In April 2010, it was upgraded to an undergraduate university with the approval of the Ministry of Education. It has passed the Qualification Assessment of Undergraduate Teaching by the Ministry of Education and been approved as a project construction unit for granting master's degrees.

学校办学条件优良，现占地面积65.89万平方米，校舍建筑面积30.2万平方米，电子资源395万余册，形成金融特色突出的馆藏体系；建有140间多媒体教室、48个实验室、5间智慧教室及87个校外实习基地，实践教学条件达国内同类院校一流水平。师资力量雄厚，现有教职员工722人，专任教师438人，其中硕士、博士学位占比89%，正高职教师88人，副高职教师124人，省级优秀教师4人，省级教学名师11人。学科专业优势突出，设有11个教学单位，涵盖经、管、文、法、工5个学科门类的27个本科专业，其中国家级一流专业建设点1个（会计学），省级一流专业建设点5个（金融学、金融工程、财务管理、保险学、信用管理），开设全省首批知识产权专业和首个金融科技专业，在校生一万一千余人，被誉为“金融家的摇篮”“东北地区金融人才的黄埔军校”。

The university boasts excellent办学 conditions, covering an area of 658,900 square meters with a building area of 302,000 square meters. It has over 3.95 million electronic resources, forming a collection system with prominent financial characteristics. The university has built 140 multimedia classrooms, 48 laboratories, 5 smart classrooms, and 87 off-campus internship bases, with practical teaching conditions ranking first-class among domestic counterparts. The faculty is strong, with 722 staff members and 438 full-time teachers, among whom 89% have master's or doctoral degrees, including 88 full professors, 124 associate professors, 4 provincial outstanding teachers, and 11 provincial teaching masters. The university has distinctive disciplinary advantages, with 11 teaching units offering 27 undergraduate majors covering 5 disciplines: Economics, Management, Arts, Law, and Engineering. It has 1 national first-class professional construction site (Accounting) and 5 provincial first-class professional construction sites (Finance, Financial Engineering, Financial Management, Insurance, Credit Management). It offers the first Intellectual Property major in the province and the first Financial Technology major. With over 11,000 students, it is known as "the cradle of financiers" and "the Whampoa Military Academy for financial talents in Northeast China".

学校坚持内涵发展，科研学术水平持续提升，近五年公开发表学术论文1000余篇，在《光明日报》理论版、国际顶刊《Energy》《Finance Research Letters》及CSSCI、SSCI等期刊发表高水平论文150余篇。主办的《金融理论与教学》是全国创刊较早的金融期刊，国内外公开发行。学校积极服务地方经济，设有普惠金融研究中心、对俄金融合作研究中心等5个校级科研机构及黑龙江省金融理论与创新研究学术交流基地，2021年获批全国首批工信部校企协同就业创业创新示范实践基地，2022年获批黑龙江省金融教育示范基地，为龙江金融业发展提供智力支持和人才保障。

Adhering to connotative development, the university has continuously improved its scientific research level. In the past five years, it has published over 1,000 academic papers, including more than 150 high-level papers in the theoretical edition of Guangming Daily, international top journals such as Energy and Finance Research Letters, as well as CSSCI and SSCI journals. The university sponsors "Financial Theory and Teaching", an early-established national financial journal publicly distributed at home and abroad. Actively serving local economy, it has 5 university-level research institutions including the Inclusive Finance Research Center and the Sino-Russian Financial Cooperation Research Center, as well as the Heilongjiang Provincial Academic Exchange Base for Financial Theory and Innovation Research. In 2021, it was approved as one of the first national demonstration practice bases for university-enterprise collaborative employment and entrepreneurship innovation by the Ministry of Industry and Information Technology. In 2022, it was approved as the Heilongjiang Provincial Financial Education Demonstration Base, providing intellectual support and talent guarantee for the development of Heilongjiang's financial industry.
