辽宁特殊教育师范高等专科学校是省属公办全日制高等职业院校，始建于1995年，前身为辽宁省残疾人中等职业技术学校。2012年经辽宁省政府批准成立辽宁特殊教育职业学院，2013年更名为辽宁特殊教育师范高等专科学校，2017年由辽宁省残疾人联合会划归辽宁省教育厅管理。学校位于沈阳市浑南区柏叶306号，占地面积约286.9亩，建筑面积10万平方米，是辽宁省唯一一所独立设置的综合性高等特殊教育院校。

Liaoning Special Education Normal College is a public full-time higher vocational college directly under the province, founded in 1995. Its predecessor was Liaoning Provincial Secondary Vocational and Technical School for the Disabled. Approved by the Liaoning Provincial Government in 2012, it was established as Liaoning Special Education Vocational College, renamed Liaoning Special Education Normal College in 2013, and transferred from Liaoning Provincial Disabled Persons' Federation to Liaoning Provincial Department of Education for management in 2017. Located at No. 306, Baiye, Hunnan District, Shenyang, the school covers an area of about 286.9 mu with a building area of 100,000 square meters, and is the only independently established comprehensive higher special education institution in Liaoning Province.

学校以特殊教育、康复治疗、学前教育为特色，开设特殊教育（师范类）、学前教育（师范类）、康复治疗技术、中医康复技术、艺术设计等15个专业及方向，形成"一老一幼一特"专业群布局。现有专任教师108人，研究生学位教师占比55.6%，教学科研仪器设备总值5752.4万元，生均23918.5元。先后荣获"全国特殊教育先进单位""残疾人之家"（国务院残工委授予）等荣誉称号，是东北地区特殊教育师资培养和残疾人职业技能培训的重要基地。

With special education, rehabilitation therapy, and preschool education as its features, the school offers 15 majors and directions including Special Education (normal), Preschool Education (normal), Rehabilitation Therapy Technology, Traditional Chinese Medicine Rehabilitation Technology, and Art Design, forming a professional group layout of "elderly, children, and special education". There are 108 full-time teachers, with 55.6% of them holding postgraduate degrees. The total value of teaching and research instruments and equipment is 57.524 million yuan, with 23,918.5 yuan per student. It has successively won honorary titles such as "National Advanced Unit of Special Education" and "Home of the Disabled" (awarded by the Disabled Persons' Working Committee of the State Council), and is an important base for special education teachers training and vocational skills training for the disabled in Northeast China.
