玻利瓦尔技术学院（Technological University of Bolivar，简称UTB）是哥伦比亚一所知名公立技术大学，成立于1970年，主校区位于卡塔赫纳市Carlos Vélez Pombo工业技术园区，另在Manga社区设有分校区。作为哥伦比亚顶尖工程技术类院校之一，学校以应用技术研究和实践教学为特色，提供本科至研究生层次教育，涵盖计算机科学、生物工程、商业管理、建筑工程技术、机械制造及自动化等22个专业，其中电子工程、工业设计、环境工程等学科在拉美地区享有较高声誉。

Bolívar Technical College (Technological University of Bolivar, UTB for short) is a well-known public technical university in Colombia, founded in 1970. Its main campus is located in the Carlos Vélez Pombo Industrial and Technological Park in Cartagena, with another branch campus in the Manga community. As one of the top engineering and technical institutions in Colombia, the university features applied technology research and practical teaching, offering education from undergraduate to postgraduate levels, covering 22 majors such as Computer Science, Bioengineering, Business Management, Architectural Engineering Technology, Mechanical Manufacturing and Automation, among which disciplines like Electronic Engineering, Industrial Design, and Environmental Engineering enjoy high reputation in Latin America.

The university focuses on international development and is a bilingual teaching institution with two modern campuses equipped with advanced laboratories, computer rooms, and one of the largest libraries in the region, as well as 16 research groups certified by Colciencias. Its teaching model emphasizes the combination of theory and practice, providing students with practical training opportunities through university-enterprise cooperation (established with Cartagena enterprises since 1975) to cultivate technical talents meeting industrial needs.
