黑龙江外国语学院是黑龙江省唯一一所外国语言文学类普通本科高等院校，创建于1993年，2011年经教育部批准完成转设。学校坐落于哈尔滨市松北区，以外语+、+外语为办学特色，构建了以外语类专业群为主体，智慧工科类、商贸文科类专业群为两翼的学科体系，开设11个外语语种在内的32个本科专业，涵盖多学科门类。

Heilongjiang International University is the only general undergraduate institution specializing in foreign languages and literature in Heilongjiang Province. Founded in 1993, it was approved by the Ministry of Education to become an independent university in 2011. Located in Songbei District, Harbin, the university features a "Foreign Language +" and "+ Foreign Language" educational model, with foreign language programs as the mainstay, complemented by smart engineering and business-liberal arts clusters. It offers 32 undergraduate programs across multiple disciplines, including 11 foreign languages.

学校师资力量雄厚，中外籍教师700余人，拥有2.6万平方米实践教学中心，内设同声传译实训室等90余个校内实训基地，与32个国家和地区的100余所高校建立合作关系，是多个国际语言考试的官方考点，2019年被评为黑龙江省特色应用型本科示范高校。

The university boasts a strong faculty of over 700 Chinese and foreign teachers, along with a 26,000-square-meter practical teaching center housing more than 90 on-campus training facilities like simultaneous interpretation labs. It has established partnerships with over 100 institutions in 32 countries and regions, serving as an official test center for multiple international language exams. In 2019, it was recognized as a Model Applied Undergraduate University in Heilongjiang Province.
