哈尔滨学院是2000年经教育部批准，哈尔滨市人民政府主办的唯一一所全日制普通本科院校，实行"省市共建，以市为主"的办学体制。学校坚持"地方性、应用型"办学定位，立足哈尔滨，面向区域经济社会发展，致力于培养"用得上，留得下"的高素质应用型人才。

Harbin University is the only full-time ordinary undergraduate college approved by the Ministry of Education in 2000 and sponsored by the Harbin Municipal People's Government. It implements the school-running system of "co-construction by provinces and cities, with the city as the main body". Adhering to the "local and application-oriented" school-running orientation, the university is rooted in Harbin, faces regional economic and social development, and is committed to cultivating high-quality application-oriented talents who "can be put to use and stay".

学校坐落于素有"东方小巴黎"美誉的冰城——哈尔滨，位于哈尔滨市南岗区哈西核心地区，地处地铁1、3号线沿线，毗邻哈尔滨西客站，交通便利。学校占地面积65万平方米，校区错落分布、疏朗有致。充满异国风情的欧亚经典建筑掩映在苍阔、雄健的松树林中，尽显"欧亚之窗"校区中西合璧的园林艺术和浓郁的文化气息，被黑龙江省建设厅命名为"花园式单位"。

The university is located in Harbin, the ice city known as the "Oriental Paris". It is situated in the core area of Haxi, Nangang District, Harbin, along the metro lines 1 and 3, adjacent to Harbin West Railway Station with convenient transportation. Covering an area of 650,000 square meters, the campus is scattered and well-arranged. The exotic European and Asian classical buildings are nestled among the vast and vigorous pine forests, showing the Chinese-Western integrated garden art and rich cultural atmosphere of the "Window of Eurasia" campus. It has been named a "Garden-style Unit" by the Heilongjiang Provincial Department of Construction.

学校现设有12个二级学院，开设45个本科专业，涵盖经济学、法学、教育学、文学、历史学、理学、工学、管理学、艺术学等9大学科门类。现有省级重点建设学科1个，国家特色专业建设点1个，国家级专业综合改革试点项目1个，教育部卓越小学教师培养改革项目1个，省级重点专业、省级重点实验室、省级实验教学示范中心、省级研究基地9个。

The university currently has 12 secondary colleges and offers 45 undergraduate majors, covering 9 disciplines including economics, law, education, literature, history, science, engineering, management, and art. It has 1 provincial key construction discipline, 1 national characteristic major construction site, 1 national professional comprehensive reform pilot project, 1 Ministry of Education excellent primary school teacher training reform project, and 9 provincial key majors, provincial key laboratories, provincial experimental teaching demonstration centers, and provincial research bases.

学校现有专任教师624人，其中教授、副教授322人，占教师总数的52%；具有博士、硕士学位的教师452人，占教师总数的72%。拥有博士研究生导师1名，兼职硕士研究生导师16名，教育部高等学校相关专业指导委员会委员2人，享受国务院和省政府特殊津贴专家5人，省教学名师、省优秀中青年专家、市有突出贡献中青年专家13人，国家级教学团队、省级教学团队，省级研究团队、市专业领军人才梯队10个。

The university has 624 full-time teachers, including 322 professors and associate professors, accounting for 52% of the total number of teachers; 452 teachers with doctoral and master's degrees, accounting for 72% of the total number of teachers. It has 1 doctoral supervisor, 16 part-time master supervisors, 2 members of the relevant professional guidance committees of colleges and universities under the Ministry of Education, 5 experts enjoying special allowances from the State Council and the provincial government, 13 provincial teaching masters, provincial outstanding young and middle-aged experts, and municipal young and middle-aged experts with outstanding contributions, 10 national teaching teams, provincial teaching teams, provincial research teams, and municipal professional leading talent echelons.
