辽宁石油化工大学是新中国第一所石油工业学校，1950年始建于大连，1953年迁至抚顺办学，1958年升格为抚顺石油学院，2000年2月由中国石油化工集团公司划转为辽宁省人民政府领导，2002年2月经教育部批准更名为辽宁石油化工大学，2010年3月辽宁省人民政府与中石油、中石化、中海油四方签署共建学校协议。

Liaoning Petrochemical University is the first petroleum industry school in New China. It was founded in Dalian in 1950, moved to Fushun for running school in 1953, upgraded to Fushun Petroleum Institute in 1958, transferred from China Petrochemical Corporation to the leadership of Liaoning Provincial People's Government in February 2000, renamed Liaoning Petrochemical University with the approval of the Ministry of Education in February 2002, and in March 2010, Liaoning Provincial People's Government signed an agreement with PetroChina, Sinopec and CNOOC to jointly build the university.

学校是以石油石化为特色，工、理、经、管、文、法、教、艺等八大学科协调发展的多科性省属重点大学，是辽宁省与中石油、中石化、中海油共建高校，辽宁省一流学科（A类）建设高校，教育部“卓越工程师教育培养计划”高校，应急管理学院建设首批试点学校，中国政府奖学金来华留学生接收院校，辽宁省石油化工紧缺本科人才培养基地。

The university is a multi-disciplinary provincial key university with petroleum and petrochemical characteristics, and coordinated development of eight disciplines including engineering, science, economics, management, literature, law, education and art. It is a university jointly built by Liaoning Province with PetroChina, Sinopec and CNOOC, a university for the construction of first-class disciplines (Class A) in Liaoning Province, a university under the "Excellent Engineer Education and Training Program" of the Ministry of Education, one of the first pilot schools for the construction of emergency management colleges, a receiving institution for international students under the Chinese Government Scholarship, and a training base for scarce undergraduate talents in petroleum and petrochemical industry in Liaoning Province.
