台湾海洋大学是中国台湾省一所以海洋为主题研究的综合性大学，始建于1953年，前身为台湾省立海事专科学校，后历经改制与发展，于1989年正式更名为国立台湾海洋大学。学校位于台湾基隆市中正区八尺门海滨，毗邻和平岛及碧砂渔港等景点，占地30余公顷。作为台湾地区航运与海洋相关领域的最高学府，该校已发展为拥有海运暨管理学院、生命科学院、工学院、电机资讯学院、海洋科学与资源学院、人文社会科学院等6个学院，15个学系、12个独立研究所、26个硕士班及17个博士班的综合性大学，教学、研究、服务与推广并重。

National Taiwan Ocean University (NTOU) is a comprehensive university in Taiwan, China, focusing on marine-themed research. Founded in 1953 as the Taiwan Provincial Marine College, it underwent restructuring and development before being officially renamed National Taiwan Ocean University in 1989. Located on the coast of Bachimen in Zhongzheng District, Keelung City, Taiwan, adjacent to scenic spots such as Heping Island and Bisha Fishing Port, the university covers an area of over 30 hectares. As the leading institution in Taiwan for shipping and marine-related fields, NTOU has developed into a comprehensive university with six colleges, including the College of Maritime Affairs and Management, College of Life Sciences, College of Engineering, College of Electrical and Computer Engineering, College of Marine Science and Resources, and College of Humanities and Social Sciences. It comprises 15 departments, 12 independent research institutes, 26 master's programs, and 17 doctoral programs, emphasizing teaching, research, service, and extension.

学校以“水”字造形为校徽设计基础，象征以海洋学术研究为宗旨，海鸥展翅的造型寓意不畏艰难、勇往直前的创校精神，深蓝色的校色则代表理智、科技、沉稳的治学态度与宽广深远的学术视野。在国际排名方面，US News排名约1674位，QS与TIMES排名均约1201位，办学水平受到台湾教育主管部门的肯定，连续获得“迈向顶尖大学计划”及“奖励大学教学卓越计划”补助，并为“台北联合大学系统”成员之一。

The university's emblem is based on the character "水" (water), symbolizing its commitment to marine academic research. The seagull spreading its wings represents the founding spirit of facing difficulties and forging ahead courageously, while the dark blue school color signifies a rational, scientific, and steady academic attitude with a broad and profound academic vision. In international rankings, NTOU is ranked around 1674th in US News, and approximately 1201st in both QS and TIMES rankings. Its educational standards have been recognized by Taiwan's education authorities, receiving continuous grants under the "Aim for the Top University Plan" and "Teaching Excellence Award Program". It is also a member of the Taipei University System.
