俄罗斯国家经济和公共行政学院（Russian Presidential Academy of National Economy and Public Administration, RANEPA）是俄罗斯唯一一所直属于联邦总统的教育机构，其前身为苏联中央社会科学院，经多次改组后成为俄罗斯乃至欧洲地区社会经济与人文科学领域规模最大的高校之一。学院在俄罗斯53个地区设有68个分支机构，莫斯科主校区包含21个院系，学生总数超20.7万人，其中全日制学生3.5万余人，师资队伍由700余名博士/教授及2300余名副博士/副教授组成。作为俄罗斯“部长孵化器”，学院承担全国80%高级公务员培养任务，毕业生涵盖联邦总理、副总理、部长及州长等政要，同时其商学院获AACSB、Equis、AMBA三大国际认证，跻身全球前1%顶尖商学院行列。

The Russian Presidential Academy of National Economy and Public Administration (RANEPA) is the only educational institution directly subordinate to the President of the Russian Federation. Its predecessor was the Central Social Sciences Academy of the Soviet Union, and after multiple reorganizations, it has become one of the largest universities in the fields of social economy and humanities in Russia and even Europe. The academy has 68 branches in 53 regions of Russia, with 21 faculties at its Moscow main campus. It has a total student population exceeding 207,000, including over 35,000 full-time students. The teaching staff consists of more than 700 doctors/professors and over 2,300 associate doctors/associate professors. Known as the "Minister Incubator" of Russia, the academy undertakes 80% of the training tasks for senior civil servants in the country, with its alumni including key political figures such as the Prime Minister, Deputy Prime Ministers, ministers, and governors of the Russian Federation. Additionally, its business school has obtained AACSB, Equis, and AMBA international accreditations, ranking among the top 1% of business schools worldwide.

The academy focuses on core disciplines such as public administration, economics, and business administration, with curriculum systems closely aligned with national governance needs. It offers specialized programs including Human Resource Management, Finance and Sustainable Development, and International Business. Its teaching model integrates theoretical lectures, case studies, and internships in government agencies. The library houses over 7 million volumes, and the academy has established academic cooperation networks with numerous universities worldwide. As a key institution for Sino-Russian educational cooperation, it maintains long-term exchanges with the Party School of the Central Committee of the Communist Party of China (National Academy of Governance) and serves as an important platform for cultivating high-end talents proficient in both Chinese and Russian languages and knowledgeable about the national conditions of both countries.
